To my understanding you are not allowed by ifpa to play for positions if you didn’t qualify to the playoff. Ones you are out you are out and that is the position you get. No alternate second playoff within the same tournament, note even for position. I learned this the hard way by Josh Sharpe some years ago when I reported one of my first tournament. (This if they haven’t changed the rules).
Also as a tournament organizer it takes time to hold a second tournament. And space and time is an issue for must pin-places!
